I wrote this tutorial on January 9th 2012
I used PSP9 and AS for this tutorial but I think it can be done with any version of PSP.
Filters used: AAA-Frames filter.
For this tut you need a garden green scrapkit of your choice and some tubes of your choice and any mask you like.
I used a freebie mask by WSL 133 available here: http://weescotslasscreations.blogspot.com/
I used a PTU kit Garden Dreams by StarLightDesigns - http://www.shabbypickledesigns.com/boutique/product.php?productid=18749&cat=0&page=11
and a PTU tube by J.W. Baker called She paints with stars: available at MTA: http://www.mytubedart.com/
Dropshadow used on everything: 3, -3, 30, 6
Open a new image 595 x 440 and floodfill with white.
Open paper 4, resize by 19. Add a new layer to your work, selections, select all and copy the paper and paste in selection.
Apply the WSL 133 mask and merge the group.
Open element 2 and resize to your liking and paste as a new layer. Add dropshadow.
On top of the masklayer, add a new layer and floodfill with a lighter color. I used: a4b5c5
With your selectiontool set to rectangle, select a rectangle on the frame to cover completely the open area.
On the ligther layer go to selections, invert and hit the delete button.
Open your tube and resize to your liking (see my tag for reference) .
Carefully erase any part on the right and the bottom that overlap the frame.
Add the same dropshadow.
Open element 12 and resize and past as a new layer on the right top of the frame, add dropshadow.
Open element 45, resize, paste as a new layer behind the frame, copy and mirror and postion to your liking.
Add dropshadow.
Open element 29 and 34 and resize both and paste them on top of eacht other at the bottom of the frame, add dropshadow.
Copy merged all layers and paste on top as a new layer.

Selections, select all and retract by 16 (see screenshot), hit the delete button once, select none.
Add your name with a font of choice. I used Bernard MT Condensed, stroke on 2, color acc043 and fill color 62503a.
Inner bevel with settings below:
Eye Candy 4000, Corona with these settings:
Now onto the animation. I used a starbling trail, but I can't provide it as I got it in supplies from another tutorial, so you need to search for a free to use one yourself if you want to animate the stars coming out of the vase of the girl.
I used the free selectiontool point to point and selected the stars coming from the vase and hit the delete button to remove them.
I copied merged my work and pasted it into AS. Copy this for a total of the same amount as your star blingtrail. (mine had 16 frames)
Select all. Go to your star blingtrail and select them all too. Cut and paste into your selected frames of your tag.
If you want to skip this part, that's fine too.
Now for the hair animation:)
In PSP select the right part of the girl's hair (see screenshot) and make a new layer of this selection. Select none.
Do the same for the left part of the hair.
Close off all layers except for the hair-right layer and copy merged and paste in AS.
Effects, insert image effects, underwater with the settings below.
Apply and remove the first frame so you have a total of 16 frames. Select all and paste carefully onto your selected frames of the tag, trying to line the hair up with the hair on the tag.
Do the same with the left part of the hair.
Set the speed of all your frames to 18 in AS and you're done!
